The Ministry of Energy of Bulgaria has received 151 project proposals worth nearly BGN 5 billion ($2.7 billion), more than four times the available funding.

A total of 151 project proposals were submitted in Bulgaria’s standalone energy storage procurement procedure named RESTORE, which is seeking to support the construction and commissioning of renewable energy storage facilities with a cumulative minimum usable capacity of 3 GWh.
The Bulgarian Ministry of Energy announced on December 6 that it has received proposals worth nearly BGN 5 billion, which far exceeds the available funding of BGN 1.154 billion.
“I am satisfied with the serious interest in the construction of renewable energy storage facilities,” said Energy Minister Vladimir Malinov. “This is a guarantee for a significant increase in the share of renewable energy in the energy mix, fully in line with the challenges related to the European Green Deal and the carbon-free future of the energy sector. The successful implementation of battery projects will significantly contribute to the security of the energy system in Bulgaria and the region.”
The public call was open for projects equal to or greater than 10 MW with at least two hours of storage capacity, which will be primarily used in the frequency regulation markets. There is no minimum amount of financing per proposal, while the maximum one stands at BGN 148,643,080.
The grants shall cover up to 50% of the eligible costs, but not exceed BGN 371,607.70 (without VAT) for 1 MWh of usable energy capacity, the rules of the procedure stipulate.
The investments under the procedure must be implemented and the facilities connected to the electricity transmission and distribution networks on the territory of Bulgaria and put into operation by March 2026. In May 2025, the degree of maturity of the projects and their implementation will be checked.
The tender is funded under Bulgaria’s National Recovery and Resilience Plan (NRRP), which aims to significantly increase the share of energy from renewable sources in the nation’s energy mix, while simultaneously building the necessary infrastructure for its storage. The procurement exercise was launched following a consultation process initiated in late June.
